blogs.msdn.com — Kun of IE Beijing talks about the updated support for the select element in IE7. It looks like the main things are support for the z-index attribute and changing from a windowed to windowless approach.

does this mean that i can now float divs over <select> controls on a web page? cause i lost some hair a few months ago trying to get a drop down menu to hover over a <select />

I think that's one of the bugs that they are aiming to fix, yes.
