codeproject.com — Reflexil is an assembly editor and runs as a plug-in for Lutz Roeder's Reflector. Reflexil is able to manipulate IL code and save the modified assemblies to disk. Reflexil also supports "on-the-fly" C#/VB.NET code injection.
