Scott Guthrie is General Manager for much of the .NET stuff, you can check out his excellent blog here: http://weblogs.asp.net/scottgu/
Dean Hachamovitch is the General Manager for Internet Explorer, and doesn't seem to blog, check him out in this older channel9 interview instead: http://channel9.msdn.com/ShowPost.aspx?PostID=17498
